The Mobile Arts Mobile Location Centre (MLC) Solution provides Mobile Network Operators with the location technologies and capabilities needed to meet legal requirements and enable commercial applications.

The MLC solution can be deployed and seamlessly integrated with any GSM, UMTS, LTE or 5G network, and is commercially proven to fully interwork with equipment from all major core network and radio network infrastructure suppliers (including Ericsson, Nokia, Huawei, Mavenir, Samsung, Microsoft/Affirmed, ZTE, Cisco and HP). The MLC Solution is designed for complex multi-vendor environments and consolidates the full location capability in a single system.

All software is developed in-house, on top of the OS and execution environment, with no dependency on third-party software suppliers. This gives us end-to-end control of the software, which is a key driver of the solution’s flexibility and quality.

MLC Use Cases

The Mobile Arts MLC Solution enables the Mobile Network Operator to comply with legal requirements related to emergency call location and lawful location, while also supporting commercial use cases:

E911/112 Emergency Services

Mobile location saves lives around the clock. The Mobile Arts MLC Solution enables the Mobile Network Operator to locate and route mobile E112/911 calls to the correct Public Safety Answering Points (PSAPs), such as SOS Alarm Centres. We support all applicable standards and use cases, including IMS VoLTE, IMS VoNR, IMS VoWiFi and GSM/UMTS circuit-switched emergency calls/sessions.

Lawful Location

The Mobile Arts MLC enables the Mobile Network Operator to manage location requests from Law Enforcement Agencies (LEAs), including automatic collection and delivery of the data.

Commercial Location-Based Services (LBS)

The Mobile Arts MLC Solution supports a range of use cases for commercial applications, such as location of IoT devices and drones, and population movement analytics. External applications can access the location information via open APIs, while the Mobile Network Operator retains full control, protecting subscriber privacy.

MLC Location Technologies

The Mobile Arts MLC Solution supports more than 20 location technologies, including multiple variants of Cell-Id, Enhanced Cell-Id, Assisted GNSS, OTDOA, Wi-Fi and hybrid location across GSM, UMTS, LTE, 5G and IMS networks. The supported location technologies cover both active control-plane and passive location methods.

MLC Products

The Mobile Arts MLC Solution includes the core products GMLC, SMLC, PMLC, HMLC and LLG. The products are logically separate but can be co-located on the same physical or virtual hardware, and are managed as a single system.

Mobile Arts GMLC

The Mobile Arts Gateway Mobile Location Centre (GMLC) provides external APIs (including MLP) and supports 3GPP LCS GMLC and 3GPP LCS LRF/RDF functionality by interfacing with the GSM, UMTS, LTE and 5G core networks, as well as the IMS network.

Mobile Arts SMLC

The Mobile Arts Serving Mobile Location Centre (SMLC) incorporates 3GPP LCS SMLC functionality for GSM, SAS functionality for UMTS, E-SMLC functionality for LTE networks, and LMF functionality for 5G networks, in one product. The SMLC location methods include GSM/UMTS/LTE/5G LCS Enhanced Cell-Id, GSM/UMTS/LTE/5G Assisted GNSS, LTE OTDOA and hybrid location.

Mobile Arts PMLC

The Mobile Arts Passive Mobile Location Centre (PMLC) supports high-accuracy passive location, using a wide range of location methods (including Passive E-CID) based on core network, radio network and probe-based input streams. The PMLC interworks with all major core and radio network vendors across all radio access types, supporting a range of vendor-specific interfaces. The computed location data can be streamed to external clients and/or to the Mobile Arts HMLC.

Mobile Arts HMLC

The Mobile Arts History Mobile Location Centre (HMLC) provides secure, long-term storage of location data in an indexed database, enabling fast retrieval and historical queries.

Mobile Arts LLG

The Mobile Arts Lawful Location Gateway (LLG) handles location requests from Law Enforcement Agencies (LEAs), with fully automated data collection and delivery in line with 3GPP standards. The LLG interworks with the GMLC for real-time location and the HMLC for retrieval of historical location data and spatial searches.
